A project is delivering an internal service portal using an approved predictive scope, schedule and cost baseline. Two weeks before the pilot, the sponsor requests a new analytics dashboard. The team has not assessed the work, and the sponsor wants to keep the existing date and budget. There is no immediate safety or regulatory emergency.

What should the project manager do next?

  1. Start the dashboard immediately because the sponsor requested it.
  2. Reject the request because the scope baseline is already approved.
  3. Record the request and assess its impacts with the team before the authorized change decision.
  4. Ask everyone to work overtime before estimating the work.
Reveal the answer and reasoning

C is the best next step for this scenario. First clarify the dashboard’s purpose and acceptance criteria, then assess effort, dependencies, risks, benefits and impacts on the approved baselines. Take the evidence through the project’s agreed change-control authority. Approval and any resulting plan updates come before implementing the change.

A skips analysis and authorization. B treats a baseline as a ban on all change. D commits capacity and cost without evidence. The sponsor’s request matters, but the defined governance process still applies. An adaptive backlog decision or an immediate safety issue would need different context.

Make the concept practical

  • Clarify: write the requested outcome and two acceptance criteria.
  • Analyze: compare adding it now, trading existing scope and delivering it later. State assumptions and consequences.
  • Decide: identify who can approve the change under the project’s governance—not who happens to ask most loudly.
  • Communicate: record the decision, update approved plans if needed and tell the affected stakeholders.
